Tsawwassen First Nation Secures First Tenant Under New Short-Term Leasing Program

July 09, 2025 – Tsawwassen, BC — Tsawwassen First Nation (TFN) has officially signed the first agreement under its new Short-Term Leasing Program, marking a significant milestone in the strategic utilization of its industrial lands. The 18-month lease covers a 5-acre parcel on 27B Avenue and has been awarded to H&H Installations, a company supporting critical infrastructure upgrades at Roberts Bank.

As part of the agreement, H&H will use the site as a laydown area for staging materials and equipment. In return, H&H will complete all grading and filling of the land, site improvements that will significantly reduce future development costs for TFN.

“This partnership demonstrates the kind of creative, mutually beneficial agreements we’re looking to build,” said Chief Laura Cassidy. “By making efficient use of our lands today, we are strengthening our Nation’s economic future while supporting regional infrastructure projects that benefit all British Columbians.”

TFN’s Manager of Economic Development, Ryan Daum, noted that this lease is part of a broader pilot initiative: “We took the decision in late 2024 to make approximately 25 acres of TFN’s undeveloped industrial lands available for select short-term users, such as contractor laydown. Working with H&H has been a pilot project, and we’re pleased with how efficiently the process has moved forward.”

To streamline future leasing opportunities, TFN has launched a Temporary Use Permitting process—a new regulatory initiative designed to provide clarity around permitting timelines, costs, and requirements for short-term projects.

Jason Hunter, Owner of H&H Installations, said: “Locating on TFN lands enables us to deliver this project efficiently while supporting TFN’s economic development and contributing to Canada’s regional and national infrastructure goals.”

Site preparation is currently underway by B&B Contracting, with participation from a TFN member-owned business.

The Short-Term Leasing Program is part of TFN’s broader Employment & Industrial Strategy, which is being developed in partnership with Marc Ballard of Stag Property Consultants.

“Ultimately, these lands will be developed in alignment with TFN’s long-term economic vision,” said Ballard. “In the meantime, it’s essential that they generate meaningful revenue for the Nation.”

Ballard added that TFN is now welcoming enquiries from prospective tenants for an additional 20 acres of available industrial land. The Nation is particularly interested in operators with strong financial covenants and low-impact site uses.
